CORNWALL Council spent more than Pounds 35m in pay packages and redundancy deals last year on its top 2.5 per cent of staff, it has emerged.

The figure, which includes senior teachers as well as department managers and service directors, was the result of the move to unitary status.

In total some 560 people received pay and severance deals of Pounds 50,000 plus – up from 374 in Cornwall County Council the previous year.

That includes 263 teaching staff, whose salaries are set nationally.

This week the authority said the headline figure – Pounds 10m more than the county’s entire fire service budget – was a major one- off expenditure, taking into account severance payments to seven chief executives of the former county and district councils, plus a number of other high-earning staff. They said 87 have since left the authority.

Of those that remain only seven – including chief executive Kevin Lavery, who took up his post since the change to a unitary council, on a Pounds 200,000 salary plus Pounds 38,000 pension contributions – are on pay deals worth more than Pounds 100,000. Altogether they cost taxpayers Pounds 1.25m.

The average salary in Cornwall is less than Pounds 23,000. The revelations, which have angered councillors, come amid warnings by council leader Alec Robertson that the county should be prepared for swingeing cuts to local services as the Government has told the authority to make at least Pounds 13m savings on its Pounds 1.154 billion budget.

And council chiefs have been told to prepare for a 25 per cent cut in their budgets.

A Cornwall Council spokesman said: “This list is not based on salary levels but on the total level of remuneration which includes pension contributions and any compensation paid for redundancy or termination of contract.

“This last element has been an unusually significant factor this year because of the transition to the new council. “The tables appear to show an increase in the numbers of staff whose remuneration is more than Pounds 50,000.

“This is largely due to the creation of the new council, which saw staff from the seven councils integrated into one organisation.

Cornwall Council is one of the largest unitary councils in England.

It has a workforce of more than 22,500 staff.

Solomon Kedmi, owner of the popular Portofino Italian Grill on Singer Island, added another restaurant to the mix, completing a deal this month for No Anchovies in Palm Beach Gardens. Terms were not disclosed.

Kedmi said he plans no major changes, but he intends to add a few more affordable menu items.

“It has a lot of potential,” he said.

Palm Beach Gardens real estate broker Alan Koch handled the sale.

Longtime restaurateur Frank Eucalitto opened the restaurant in 1993 and sold it a few years ago to the Wiston family.

Eucalitto also owned No Anchovies restaurants in West Palm Beach and Stuart, but those have since been sold and renamed.

Brothers Derek and Gregg Wiston are building the Zyng Asian Grill in the old Kenny Rogers Roasters restaurant at Boca Village Square in Boca Raton.

Zyng should open early next year.

Gentex Corporation, the automotive industry’s leading supplier of automatic-dimming rearview mirrors and camera-based active-safety systems, announced today that its SmartBeam high-beam assist system is now being offered on nine Volkswagen vehicle models. This is the first time that SmartBeam has been offered on Volkswagen models.

Specifically, Gentex’s SmartBeam feature is now available as an option in Europe on the VW Eos, Golf, Jetta, Jetta Sportswagen, Passat, Passat CC, Scirocco, Touran and Sharan.

SmartBeam uses a miniature camera-on-a-chip combined with algorithmic decision-making to automatically operate a vehicle’s high beams in order to optimize their usage according to surrounding traffic conditions. The system maximizes forward lighting while eliminating the repetitive task of turning the high beams on and off manually.

SmartBeam is integrated into a Gentex auto-dimming mirror, which automatically darkens to eliminate glare from the headlamps of vehicles approaching from the rear.

“Gentex’s SmartBeam system was the first of its kind, and it continues to gain popularity around the world,” said Gentex Senior Vice President Enoch Jen. “This rollout across the VW Group shows how the feature is helping to improve forward lighting and driver safety on vehicles in every market segment, including compact cars, SUVs and minivans.”

Gentex’s SmartBeam was designed to optimize high-beam usage on any type of vehicle. In the case of the VW Group, SmartBeam is controlling the auto high-beam function on a range of vehicles, from the VW Golf compact car to the spacious, multi-purpose Sharan.

“SmartBeam’s success is the basis for a whole new category of adaptive lighting technologies that are currently being developed,” continued Jen. “The product’s debut marked the first time a camera system was successfully used to optimize forward lighting, and now it’s rapidly becoming a ‘must-have’ feature across all vehicle segments.”

The next generation of SmartBeam products will not only automate high- and low-beam switching, but also will produce continuously variable low-beam patterns, and control “constant ON” high beam systems that require “next-generation” headlamp hardware currently being developed by various headlamp manufacturers. For these future systems, SmartBeam generates “block-out” or “glare-free” zones around oncoming and preceding traffic, allowing light to be cast around surrounding traffic for maximum forward lighting.

He later graduated from Miami High School and attended college off and on at Northeastern Oklahoma A&M College, Oklahoma State University, the University of Oklahoma and a college in Kentucky, where he played soccer. He said that although he didn?t start playing music a lot until college, it has been a passion of his since grade school.

?I credit Priscilla Fullerton, a grade school teacher, for my interest in music,? Beauchamp said. ?I was interested in Led Zeppelin and Pink Floyd, as well as Garth Brooks, Clint Black and Keith Whitley, while in high school. So, my music taste has evolved. I like non-Nashville type stuff and I have my own style.?

Currently, Beauchamp has gone single, but is interested in reforming a group. He?s played with two bands and made a live CD. ALLENSTOWN – Norman P. Cassidy, 79, died Monday, July 26, 2010, at Elliot Hospital in Manchester, after a lengthy illness.

He was born March 8, 1931, in Manchester, to the late Patrick and Yvonne (Kirouac) Cassidy and had lived in Manchester, Allenstown and Epsom before returning to Allenstown five years ago.

Mr. Cassidy was a master craftsman who was employed by Sepala & Aho Construction for more than 20 years. He then went to work at Pine Haven Boys Center in Allenstown, doing building and grounds maintenance.

He was also proud of the years he served in the Naval Reserves.

He enjoyed being with his family and was an avid Red Sox fan. He also enjoyed gardening, woodworking and traveling with his wife, Arlene. He most enjoyed his visits with his daughter in Alaska.

He was predeceased by his brothers, Gerald, Raymond, Roland and Robert.

He leaves his loving wife of 57 years, Arlene (Connor) Cassidy of Allenstown; his daughter, Lisa Cassidy of Skagway, Alaska; a son, James Cassidy and daughter-in-law, Victoria, of Allenstown; two grandchildren, Aaron and Abigail Cassidy; a great-granddaughter; and two sisters, Anita Deshaies and Lorraine Boisvert, both of Manchester.

A Mass of Christian burial will be held Friday at 10 a.m. at St John the Baptist Parish on the corner of School and Main streets in Allenstown. The Rev. Paul Riva of Pine Haven School will be the celebrant.

Urn burial will follow at St John the Baptist Cemetery, Allenstown.

In lieu of flowers, memorial donations may be made to Dana Farber Cancer Institute, 10 Brookline Place West, 6th floor, Brookline, Mass

A 25-year-old Ngaruawahia man has been arrested in connection with an attack in the town which left a police officer bashed, bloodied and unconscious in the gutter on Wednesday night.

The man was to appear in Hamilton District Court this morning on charges of aggravated wounding, breach of a protection order and male assaults female.

Huntly sub-area manager Senior Sergeant Pete Simpson said the officer was waiting alone for backup after being called to a Newton St address about 9pm when he intervened after seeing a woman assaulted. He briefly spoke to a man before he was hit to the ground and left unconscious and bloodied.

It is understood a woman in the group called police from the patrol car radio. The officer received stitches and was recovering at home.

It’s the second attack on the town’s police officers in a month after two officers were set upon by a group of youths in Ellery St on March 26.

Yesterday’s incident sparked a call by Police Association president Greg O’Connor for all police cars to have a firearm or Taser. “But for the actions of a bystander . . . the officer could have been killed,” he said

LONG BEACH — Formerly a home for sex offenders, drug dealers and parolees, the notorious apartment complex at 1149 E. First St. was a source of neighborhood blight and a nightmare for residents.

But on Saturday, the building celebrated a rebirth, thanks to new owner Charles Rashall.

The neighborhood was invited to a grand opening and tour of the newly-renovated 12-unit complex, which now features hardwood floors, granite countertops and custom cabinets.

For Rashall, who took over the property in September, it’s the end of more than six months of hard work. Acting as his own contractor, he invested $350,000 to restore the 1941 art deco building to its former glory. That included $24,000 just to restore the windows.

“I’m super proud of it,” said Rashall, 59. “It’s come a long way.”

The problems started about two years ago when it was discovered that at least 15 registered sex offenders were living in the building. Then-owners Svetlana and Nebojsa Stefanovic were receiving a stipend from the state to house the men, sometimes packed three or four to an apartment.

Alamitos Beach flew into an uproar and the Stefanovics moved the sex offenders out. But soon, they were replaced with regular parolees and the problems grew worse.

From Jan. 1 to Dec. 21, 2008, police responded to 201 law enforcement calls at the building.

STAFF at a Devon company raised Pounds 1,300 for Breast Cancer Care by holding a strawberry tea event.

Exmouth financial software developer Digita, part of the Tax & Accounting business of Thomson Reuters, sold cakes, plants, baguettes, pies and pasties.

There was also a prize draw and a guess the weight of the cake competition.

The highlight of the day was a sponsored head shave undergone by Digita sales consultant Ashley Leeds, which alone made over Pounds 850.

Dermot Hamblin, Digita head of sales, said: “We are extremely grateful to all the Digita staff who contributed their time and effort to this fundraising initiative.

“We would also like to thank the various local businesses who supported us on the day.

“These included The Cupcake Dream, Moore’s Pies and Pasties, the Royal Beacon Hotel and Head Masters.”
